why is that good? can somebody explain what it does?

Well umm..the umm head umm...well its gets polished and than...umm they port it out, some...and umm...

Waste of money. You'll gain very little out of it and you'll have spent a hell of a lot of money (if you get it done right). Money better spent on a nitrous setup.

bah, ignore the others.
its smoother for the flow of air, there is no bouncing of air back and forth. kind of like a smooth intake pipe vs. the stock one that has ripples in it.

If you're building a normally aspirated motor, then a good port/polish job will gain you about 10 hp or perhaps more.

I don't see how a ported head and nitrous are mutually exclusive. But if you only get one "big mod" then that's your thing.
