Personally, i would not be so hard on the guy.
As far as boosting intake pressure, there is a lot of know-how required, yes. But you cannot assume he does not know this simply because he wants to over-build his bottom end. Better lower end parts are always good for increasing power (if they are lighter weight/less friction etc..) and are especially good on boosted motors if they are more durable than stock (better materials and balancing). Which they usually are, on both counts.
I would make a durable bottom end the first step in an engine build... so that you can always add more power later, if you decide to, without fooling with it.
