Default 99 Civic EX Overheated - Radiator Fan Still not Cycling On After Part Replace?

Alright Guys. I have been a lurker on these forums for a little too long.

I have a 99 Civic EX that over heated and when I pulled it over I noticed the Radiator Fan not cycling. I toggled the AC on, but still didn't turn on. So, when I got home I pulled out the Chilton and got to work:

- Fan not receiving voltage - Ran Wire's from Battery and Fan runs fine.
- Found Coolant Temperature Sensor and Jumped it and Fan Kicked on Like a Champ!
- Went down to O'reillys and replaced Coolant Temperature Sensor, but still not operational
- Drained out all the coolant from the bottom of the radiator and there was still a good amount of it left which surprised me after the overheat.

I ran my car outside and the radiator was steaming heavily, but temp gauge stayed in the mid range... I am lost on what to check next. I thought the issue is the coolant sensor.
