Default Need The Name Of A Part

On the fuel line that goes from the fuel filter to the fuel rail there is a round part that has a plastic top. The fuel line goes into the top of it and the bottom fits into the fuel rail. What is the name of this part?

No, it is not. The plastic piece is just a cap. But the part under the cap is called a "Pulse Damper." It absorbs fuel pressure shock in the line when the injectors close.
