Under $15k in real money or in Canadian money? (edit -- I see you mean $13.9k in real money)
I really like the Mazda 3 hatchback, and the Honda Civic is a good car. My fiancee has an '08 Subaru Impreza that is really nice -- it's a huge step up over the previous gen. Smooth, comfortable, AWD, plenty of room, decent gas mileage. It really needs a manual transmission though, the old 4-speed auto is a big detriment. Doesn't shift down very well, hunts for gears, and really hobbles the acceleration. You could probably find an '08 for $15k nowadays.

Subaru is definitely a possibility, will look into it.
thats good to know that the 3's are in that range. I need to get rid of my accord in the near future and that would be a pretty nice upgrade compared to long in the tooth my accord is.
