Default H22A Bad Idle/Bogging Under Throttle

H22A swapped into an EK hatch running on a USDM P28 (but see below).

I have wild idle that bounces between 500-1200rpm nearly stalling on the low end, the idle keeps searching forever, and the car absolutely will not pull from about 1800-3000 except under WOT (giving it say 1/4 throttle bogs, 1/2 throttle bogs worse and so on until I punch WOT and it takes off), feels like it's bogging or missing. Once out of that RPM range, the car pulls through VTEC right up to redline even when it's in this "bog mode," but it's not pulling as strong as it does when it's running normally. Sometimes the car drives fine, pulls hard everywhere and idles pinned at 1k. Note also that it does not bog on the top end, which I believe rules out a fuel flow problem, and also note that the problem exists even with the CAI removed pulling air right into the TB. I have also adjusted the idle screw in the TB both up and down but it still searches.

I have tried three different ECUs (one out of an H22 swapped EG that is verified 100% working before and after trying it in my EK) and it is always the same behavior, and I do not have a CEL from any of the ECUs, and yes the CEL works. The plugs look fine, they are showing fairly lean which is what I want/expected. I have been averaging 30mpg in mixed driving.

The dash lights seem to randomly dim sometimes so I thought it might be electrical - we attached an extra ground strap but this has not cured the problem. I also tried a big draw by putting on the high & low beams/wipers/flashers/rear defrost/blower/radio/a portable GPS plugged into the lighter all at the same time, but this did not change the symptoms for better or worse.

Can someone please point me in the right direction here?

sounds like it could be a timing issue as far as the bogging is concerned (ignition or cam). you fluctuating rpm at idle is probably a vacuum leak especially if you already tried adjusting the idle air valve.
