Here is a basic rundown of what you will need:

Light chassis
B,H,K series motor
Iron Sleeves
Low compression pistons (9:1)
Forged rods
Valves, valvesprings, and retainers
Turbo capable of 500+ whp
1600 cc injectors
Engine management

If you don't cheap out on parts and build it properly, it will last a good while.

You are going to need a lot of power to haul that pig of a chassis into the 10's. You want a short geared tranny but not so short geared that you have to shift into 5th before the end of the race. A GSR tranny should be perfect. Converting to vtec will help reach your goal a lot easier.

You are going to have to google the answers to the rest of your questions. If you want a car in the 10's, you would certainly be more proactive on finding information.
