Default Valve Adjustment with head off??

Got a 95 EX and am replacing the head gasket, etc. Right now I'm putting together the head and just got done adjusting the valves for cylinder #1. Next I was going to turn it 180deg to do the #4 cylinder but can't seem to turn the camshaft at all. Is that normal? Do I really need to wait on the valve adjustment till I have the head and timing belt back on?

Thanks for any input.

Did you have the head laying on a flat surface??? The valves were probably trying to push the head up as you were trying to rotate the cam, lol.

No, I've got the head sitting up on a couple of pieces of wood so that is not the problem.

Thanks, I broke it down and put it back together a second time and then realized that I really need it on the block to get the torque required to turn it. Thanks for the input.
