Default speedometer sticks when its cold.

once it drops into the 30s my speedo and tach start to stick, the colder it gets, the worse the problem is. I searched and someone mentioned lubing the motor for the speedo. The weird thing is that the problem is in both gauges. I can't say for sure but it really seems to be in the cluster becuase it seems mechanical; the needles will get halfway to where they should be and then get stuck. Any ideas on some diagnostics I could do?

if it was the guage it would do it all the time, usually they do that if there are tampered with, meanig someone has pushed the needle in
