Default Automatic transmission not shifting on its own

Hello all. I'm trying to help a friend fix her car. She has a '91 Accord. The transmission (auto) is not shifting on its own. You have to manually shift the car through the gears. If you don't, the car will stay in first gear forever. Also, the sport shift light is stuck on. Pressing the button on the shifter doesn't change anything. I don't know if this is related or not though. I've replaced the VSS in the car before because of a blinking sport shift light. It fixed the problem and that was probably somewhere 6 months to a year ago. Could the new VSS (got it off ebay) have gone out again and cause it to not know when to shift? Thanks for the help.
