I'm not completely sure about the 7th generation civcs, but I know with the 6th generation civics there are two bolts on the top of headlight housing and the other bolt can only be accessed by taking off the bumper cover.

my friend has an 03 but i'm not sure if the bolt configuration is the same. damn bad memory i was just under that hood the other day. but i'm pretty sure its the same. If i see him today i'll check for you.
