LS rides like a boat?
My sons's recently acquired 95 teg LS rides like a boat at speeds greater
than 60. This is especially bad on the freeway. By boatlike I mean when you turn the wheel from left to right, the car seems to float all over the
road, to the point of being dangerous.
It has Toiko blu shocks and we're installing H&R race springs soon. Currently it has some crappy sleeve's on it that are horrible. It
has GSR blade wheels with brand new rubber and has been recently
aligned.
Is this just a shock spring thing or do I have to dig deeper into the
suspension ( sway bars, bushings etc.) As it rides now, I'm not
comfortable letting my son drive this car above 65 mph.
Also, could this be a symtom of power steering?

I doubt it's a bushing issue, and you can rule power steering out as well.
The Tokico blues are a marginal shock IMO, as they are too compliant for most aftermarket springs. The fact that they were mated to no-name coilover sleeves leads me to believe that the previous owner blew them out by running an excessively stiff spring with an overly "soft" damper.
There may be issues with toe-out and camber as a result of excessive lowering that are contributing to the problem, but those would impact tire wear as well. Since you're replacing the dampers and springs, you'll need a new alignment anyway.
Call H&R and ask if they have a recommended shock for their Race Springs. If they don't have a specifc recommendation, I'd suggest the KONI Yellow dampers for their range of damping adjustment and overall durability.
