Default 91 Honda Civic

Ok guys I need your help, I am used to working on American cars and have recently gotten a Honda and love it but I can not get it to pass colorado emissions.. It is failing at the HC PPM part of the test at idle. I have takent he test twice so far and the first time the reading was at 335 at idle and I replaced the plugs and wires and had it retested and now am at 237 I need to be below 220. What more can I do ????????? It has also recently had a oil change and new filters...... Whats left??

02 sensor, and EGR Valve, replace them and find out, Oh and PCV

Yup O2 sensor, maybe pour in some of that stuff from Pep Boys that guarnetees you pass emissions.
Also try some fuel injector cleaner.
