Yes, OBD-I is somewhat less fussy because it monitors fewer aspects of engine performance.

Where do you live, what are your horsepower goals and what's your budget?

If California smog isn't a concern and your power goals warrant aftermarket engine management, the model year debate becomes rather irrelevant.

i think because the 94-95 teggys respond better to modifications on the car then the 96+. The 94 and 95 has obd1 and the 96+ has obd2

OBD1 ECU's are chippable. OBD2 ECU's aren't.

They are the same motors, but the OBD1 engines have less sensors and are more receptive to modification. An OBD2 engine has has been converted back to OBD1 will disable all of the new sensors and make it as easy to modify as a stock OBD1 engine.

See Däs Schmoo's response.. fewer sensors makes thing easier for tuning with stock management.

No. In addition to the changes in management, there were mechanical changes as well. Read the Integra FAQ to see where the changes occured.

If all you're going to do is the standard intake / header/ exhaust / cams, OBD-II is not a death sentence by any means.

Stock to stock? No. Read the Integra FAQ for the 0-60 times and 1/4 mi ET speeds.
