nope... adobe photoshop.

quick instructions:

pick a picture
new layer, fill it white
lower opacity to around 40%
using the line tool trace every line (actually every color boundary) with .02 width lines.
then paint in between the lines
i used the magic wand to select the white background then deleted it to expose the real life background.
