Default ground wire voltage and stabilizer for my GSR

i recently just bought a ground wire voltage and stabilizer on ebay for my gsr for $24 well came out to 50, 25 for shipping. it says ill get a 5-8 hp gain...true or false? and does it really do everything it say like this this stuff

why? i saw the same system on a toyota celica at a car dealer...and he showd me it i did work...he disconected a couple ground cables and he told me to look at the headlights and he showed me how the headlights got brighter with the ground cables if doesnt do what i want im sure it will give make my head lights brighter

The headlights and other electronics will function a little better, but don't expect any sort of power increase.
