What is the best ECU up grade for a b16a1?

If you are still fairly stock on the motor then a stock ECU. Don't get an untunable chipped ECU, they are crap!
If you're well into the mods (not bolt-ons) and/or have forced induction then look into a tunable program such as Hondata, Neptune, Uberdata, Crome, etc.
Also, unless you are planning to put it on the dyno to see where you would best benefit from changing the VTEC point, don't mess with it.
