cant find the cabin air filter and shaky brakes

can anyone tell me where the cabin air filter is located on a 1996 acura tl and what could be causing the problem for my car when i slow down and the brakes jerk the steering left and right when I am slowing down from about 40 mph?

There is not a cabin filter , the front rotors need machined. They are either warped or have excessive run out.
