Yes, you need one unless you want to blow your turbo. If you don't want the noise, recirculate it back into the intake system before the turbo. There are a few aftermarket BOV's (like the Greddy Type S) that have special ports to allow for this.
It is "possible" to run a turbo without a BOV however I dont reccomended it for anything over 5psi as it will cause surge and eventually lead to an early rebuild/repair of the turbo.
