The purpose of a sway bar is to reduce body roll. Reducing body roll has many positive effects on a vehicles handling. It's one of the best mods you could do to alter handling characteristics.
In that image the sway bar is black and the tie bar is silver.

I have the Comptech setup as pictured in the above post. I love it. I recommend it to anyone. It is also good because you don't have to worry about sub-frame tearout because the tie bar reinforces the thin subframe.
Strut bars attach adjacent struts and reduce body flex.

No, strut bar is exactly that. A bar attched to your strut towers. A tie bar, is the silver bar running under the sway bar in this picture:

strut bars sway bars and tie bars all help to greatly stiffin up the suspension and prevent body roll strut bars bolt up on the tops of the strut tower in the engine bay and trunk the tie bars and sway bars bolt up under the vehicle and greatly improve handling
