PS2 has what are called backwards design capable parts that can be used in the design of many different kinds of weapons, they are most commonly used to make nuclear bombs detonate etc.
If you look around the web a bit you will see that there is a list of countries that certain items cannot be sold to even though they are relatively harmless seeming (such as the PS2). The lis is very extensive with items and the countries list is also mildly surprising.
