caliper bolts missing 98 Integra gsr

caliper bolts missing 98 Integra gsr
Is it good to use the dust shield behind front rotors 98 integra gsr because driver side bottom chewed up quite a bit from both calipers bolts missing.. How rare for bolts to be missing?
