Default question for you integra body experts...

When the damage to the front end of my car occured, and the drivers headlamp was demolished, and the quarter panel was pushed back into my door a little, there is a metal frame, or bar, that runs accross the front/top near my hood. Here, the supports that hold the radiator in place are held, and the frame is connected to the front of both quarter panels, and the top part of the headlamps are also attached to this...

It currently is pushed back along the drivers side, where my power steering is, and im unsure what happened because its blocking my view of telling, but the power steering is really screwed up now, i dont know exactly what, but its full of fluid, however when i started the car for the first time since i got hit, the belts or something, i think was the belts, were screeching like crazy... The battery warning light was on, however i have a new battery and the car cranked fine, but a bit of smoke came from under the hood where the power steering was, so i shut it off.. The smoke smelled like a pump burning up, which i am guessing was the power steering.. Im not entirely sure, but is it possible that the pulley for the pump froze, and the alternator was not being turned from this, and the screeching was the belt being moved by the crank, but not turning anything because the P/S was froze?? Hell, im unsure if the same belt runs the P/S and ALT.

Regarding the smashed bar that holds the top of my radiator in place, is this thing welded on anywhere? or can it be removed by some bolts maybe? And any advice about the powersteering problem would be helpfull

If it is powersteering problem its ok, i have a parts car with all that fun stuff still intact.

That bar on the top of the radiator is the top portion of the radiator support (obviously). It is welded and bolted on to several points of the frame and body, since Integras are unibody constructed cars. It's usually better to replace the whole thing than to weld on it because if you don't have proper measurements your headlights won't sit right, the hood probably won't close properly, among other problems. When i had a fender bender in the '91 i was gonna just replace the top portion of the rad support and had the above mentioned problems. So i just pulled it all out and replaced the whole thing and tadaa... teggy was just like new.
