Im going to do an engine rebuild and also...
a new clutch and possibly a new tranny if required.
Anything else I should do while im under there..
Appearance wise i was thinking of doing some painting and hoses.. nothin to secerious.. maybe the block..
What else should I do thats not extremely expensive.
My car is stock right now.. other then springs

Change out all of the usual suspects. Full upper and lower gaskets. Water pump, timing belt, distributor cap and rotor, spark plugs, oil pump, all of your filters... if the car is engineless, take the time to check all of your suspension bushings and such... maybe new rotors and pads if you can afford them. If the car isn't moving, now is the time to accomplish work on it. Everything is much easier with the engine out of the way... and this way it resets the maintenance clock for everything. You won't have to worry about changing your fuel filter at 20k and your timing belt at 35k and your spark plugs at 60k, etc. This puts everything on the same maintenance schedule, and gives you a fresher car to go with your fresher engine.
