Default throtle is stuck

my friend has a 95 ex coupe and when ever he floors it the throtle get stuck then he has to turn the car off and then pop the hood and close the throtle. can anybody suggest anything to help? thanks.

throttle rotor bolt too tight? mine used to do the opposite sometimes.. i losened the bolt a LITTLE and put a TINY bit of lithium grease on it

If that don't work, get a cheap replacement at the junkyard?

it might just be the throttle cable. just replace it with a new one from honda. mine was like 17 bux or so.
