what's the benefit?

what is the benefit of using an OBD1 ecu on a 96-2000 civic ex vs. the original OBD2? will it free up some HP or???

No, it won't gain you any power. If you want to reprogram the ECU with something like a Hondata, you need to convert to OBD1. Other than that there's no reason to, other than to satisfy an overriding desire to subvert DOT regulations. ;)
