Honing is done to clean up the cylinder walls from any small imperfections or damange. Boring is done to remove material from the cylinder walls to allow for over-sized pistons. You can hone the walls yourself if you know what you're doing, but it's best to have a qualified machine shop hone or bore the cylinders.
