Aren't the only differences about the bumpers between an 88-89 and 90-91 that the 90-91's have cutouts for foglights and the 88-89's don't? I'd rather have the 90-91's.

You can, but the top part above the bumper won't match i.e the hood would be wider on the top than bottom and the headlight cutouts on the bumper would be longer than the headlights.

Headlight cutouts on bumper? Civics have bumper and then a filler panel on the top. You should be able to put on an Si-R bumper and the filler panel will still be the same so everything should fit fine. However CRXs don't have these filler panels so the bumper would look stupid. So as long as its a Civic it should be ok.

the SIR bumper is more "pointy" and you will see the mounting hardware that attaches the cover to the reinforcement under it.. ive seen a pic and its not pretty.. but if the 90 si bumper you have is red and you want to sell it, let me know. thanks

Oh duh! I'm an idiot. I thought he was talking about a CRX, not a Civic hatch. Damn beer!
