Default Getting rear quarter panel reapaired

This is what happens when someone throws a brick at your car while you're driving. They were arrested and charged with vandalism.
I went to 2 shops today and one shop wanted $1300, the other wanted $1000. The shop charging $1300 will paint panel, trunk lid, and rear door to match the color. The shop charging $1000 will not paint trunk lid. Filling the area is cheaper than welding in a new piece. I intend to collect money in court and have just the quarter panel fixed. Will this be sufficient as far as color matching? I saw a thread ealier when someone painted their own car. Why does it cost so much when a paint job runs for just a little more? I'm thinking of shaving antenna too..however, if i decide to sell car later on, it is obvious car has been "wrecked"
What do you guys think?

I cant buy that part because I have to cut factory welds and weld in a another, which is a lot of work and there could be some warp. Shop number one wanted $2200 to weld in new piece..this is ridiculous.
