you can get an aftermarket flasher unit... which can let you control the on and off times.
or, you can get LED turn signals... which will make the existing flasher tkink the bulb is out.... and cause it to hyperflash.

lol, when I see that, I think somebody has a bulb out, may aswell just take a taillight bulb out.
