did i hear this right??

i was just watching the super flea challenge on car and driver tv on TNN and then i heard the hks rsx that was in the challege running on HKS turbo and SMOG LEGAL??? since when did hks make smog legal turbos???

that was a custom kit. its in an older superstreet mag.

is that right? so a custom kit will let u be smog legal? i'm surprised to even hear that on car and driver... i thought i was mistaken... i'd be more interested in the hks one instead of edelbrock turbo if it was smog legal...
