If you're asking how to take the paint off, after you've painted them. Paint stripper is how.
If your're asking how to remove the white n amber colors, and get them black. You're painting over the white/amber with the black.

I want to get the black transparent paint off the taillights. Wont paint stripper mess up the plastic?

You have to use it sparringly and with gentle strokes. Or you will haze the plastic.
