You may want to check the grounds for each headlight. One may not be getting the ground it needs. That's where I would start. :)

alright..i didnt touch the bulbs i kno that for a fact...i used rubber gloves but then again i didnt touch em...but how do i check? im new to this i dont kno where to start?

Lifting it up was useless for me. It was almost just as tight as when its locked in place... I felt that I was going to rip the hoses off if I lifted it any higher. :(

You might want to try adjusting the level of the light, it might be that it's not aimed correctly and giving you that sense of dfferent lighting.
