Default MPH needle issue....

My friend's 93 civic is kind of crooked.... The instrument cluster's MPH needle does not move(work) at all until the car hits around 50 MPH or so. And once the needle start moving the speed that it shows seems to be different than the actual. It shows 65 MPH but it feels like if the car was moving at 50 MPH I mean there is really no way of knowing how fast the car is moving, but to measure other people's relative velocity on the street.

Can it be the speed sensor, or the instrument cluster that might be bad?????

Thanks!!
