Alright i have a problem with my 98 civic. For some reason when its raining and when there is water on the ground my right wheel it seems like ( actually it sounds like its right underneath my center console ) it makes a horrible vibration and noise it sounds like something is honestly gonna fall off and sometimes when i go over bumps as well but when everything is flat and there is no water outside it sounds fine

 

Maybe it's just your exhaust, there a heat shield on the underside of the center console. Jack up your car nd see if anything is loose.

 

i did and nothing seems to be loose down there? its pissing me cause it doesnt always happen!!
