what that means is the ecu is in safe mode. it is NOT getting correct input from yout sensors. either the MAP sensor, the TPS or the vtec wiring is not done right or the vafc is defective. I had the same problem, i could get the vafc to cause vtec to engage but it would not rev over 6300 ro so....that was due to the fact that i had the map sensor wired wrong.
