Yes, but it is always better to be too safe when it comes to high revving engines. I suggest ARP rod bolts just for extra insurance on that freshly built motor. They are pretty cheap, so you might as well.
It won't make power past 8500 rpms with ITR cams anyway, so revving any further will just make more noise and put extra wear and tear on the engine.
