H22As are actually about the same price as B16As, but require about $500 in extra parts to make it work (all from HASport). For your budget, you're not gonna accomplish much. I'd save up a bit more and go for that H-series if you like it so much. You're never gonna get that kinda torque out of a B-series, mod-for-mod... driving a torquey car is much more rewarding than one that needs to have the snot revved out of it in order to move. As long as you're not a serious autocrosser, you wont have problems with the extra weight (in fact, progress makes custom springs for H-swapped civics)
