My parking structure recently designated this area to accommodate this shit:

The new mall in town has a few alternative fuel spots. I'm tempted to park there in the shitbucket and if people call me on it, tell them it runs on soybeans or something :o

So... the "green" cars get to park closer while the "higher polluting" cars have to drive further to find a place to park, thereby emitting more pollution than they would if they parked close.

yeah they have them here... 4 levels of underground parking and on each of them the closest spots to the elevators are all 'green parking' ... they are usually empty

That's a very ethnocentric view of the world, William. Not all parking garages and malls are like the ones you go to. Besides, extra gas is spent when people can't find regular spots and have to go up and down aisles to find one. BOOM! HEADSHOT!
