I don't think that's a stock wire. Some one most likely added that for something. Disconnect it and don't worry about it.
Not sure on the turn signals though. |

if you want to make sure its not a factory ground then really all you have to do is find about 2 more grounds and compare three bolts keeping the wires in...
so if you have 3 grounds and 2 have a bolt that look like "X" and the last bolt looks like "O" then you figured out that the "O" is not a factory ground... (why would a manufacture use all different bolts for gorunds)
