99tl rear driver door handle will not open
The outside door handle will not open the door and the child lock is on therefore the interior handle is disabled. Is there any way to open the door to make it easier to get the interior door panel off? Can the interior panel be removed with the door closed? Thanks for your help

Wow, you have quite an interesting situation here. No, you cannot remove the door panel without opening the door. You can, however, break it apart to find out why it would not unlock. Or you can unbolt at the hinges and see if it would swing open from the other direction. Try to ask your local body shop if there's anything you can do.
