which one is the better motor?

Depending on the version they are largely the same or completely different.

The F and H series are very closely related, generally speaking the F's were mainly SOHC engines and when compared to the DOHC H-series were underpowered. But really anything you need to know can be found through searching.

F22B was a JDM DOHC base model Prelude....
H23 was the USDM DOHC Prelude..

I put an F22B in my Prelude about 3 years ago, straight up swap

There was a European market H23A that was VTEC which was more like the H22 here

It's hard to say what he's actually talking about, but chances are he's referring to a a stock F22 and a replacement H23- not the more exotic DOHC F

there is a h23a3 that is a European motor that is dohc non-vtec that came from a prelude sr and the f22b is the jdm motor also the h23a3 came in some preludes in japan was proven this week when i instaled mine mine was from japan.
