Default Up Down Up Down Up....

I'm seeing if anyone might know what is with my rpms. Anytime its cold, say below 60 or so and I just crank my car up the rpms will slowly jump from 700 to say 1800-2000 then drop back down and repeat. It will only do it until the engine warms up then its fine. I only have i/e on this engine and im thinking maybe that could it,ECU related, or thats normal? Its a manual by the way it does then when clutch is engaged or in neutral.
