I got some of the topspeed H4 bulbs for free cause my motor supplier guy knows the ppl over at top speed. I thought they were gonna be super ricey but i just put them in to see. They were actually WHITE with a very very small ammount of blue tint and pretty bright....i was definetely happy.

Check out Cat Zeta's...They're kinda like HID but much cheaper...I think it runs $200 but it's well worth the money. With most Hyper Whites besides PIAA's you can see better with stock bulbs.
I had some problems with my Hyper whites, they melted my wiring harness and caused an electrical short that would blow the interior/exterior lights (everything besides the headlights), good for street racing but it got annoying.

PIAA isn't much better than the rest.
OEM gives the best of the generic, and the PIAA, and OEM.

MOST aftermarket "white" or "blue" suck
