Default 03 Accord EX ULEV questions

I just got a 03 Accord EX Sedan 4cyl. It's a Ultra Low Emissions Vehicle, I guess this means it is better for the enviroment and puts out less pollutants. I have searched the forums and it seams like the ULEV aspect of the motor resrics it's power output... Is this true? What causes it to be less powerfull, whats holding it back?? Would it be worth removing or changing or can I change what is holding it back? ? It's a 2.4L i-VTEC

ULEV is a rating. You cant remove/change it out, its just the way the motor was designed.

Well, the 6th Gen. ULEV is only different in the design of the exhaust manifold. A little more restrictive. Aside from that, nothing has been found that appears to be different. If I recall correctly, the o2 sensors are different as well.
