speedometer problem

speedometer problem
(i've searched and other peoples' speedometer problems don't seem to be like mine EXACTLY...)
i have a 2000 honda accord ex-v6
the car was bought used like this with 104k miles on it,
the speedometer can accelerate fine half the time but it CANNOT decelerate, when i let go of the gas, i have no idea how fast i am going. this morning it was dewy (the weather) and i saw it decelerate a little bit...
when it does decelerate, it jumps around. and sometimes it cannot accelerate either, it'll jump also.
but odometer and rpm meter works fine, everything's fine except for the speedometer.
i don't want to go to the honda dealership and be led blindly into buying a unnecessary repair. can anyone tell me what's the problem

ugh i don't know how to deal with circuit boards.
what's it use if there's no vss? there's not a wire/plug?
well... i'm not gonna pay 200 bucks for a whole new cluster, i guess i'll just stick with my broken speedometer
