zc auto tranny torque convertor not locking up!!!

Default zc auto tranny torque convertor not locking up!!!

currently i'm running a dohc zc & zc auto tranny w/ auto zc ecu in '88 lx. the problem is the lock up solenoid valves not locking up at speed (i have the no. 19 engine code, & hardware wise, everything is operational - only thing i don't know is if the ecu is effed!!!). i'm wondering if the original zc tranny had a tcu to control the solenoids (i see that the prelude & accord had a tcu to control the tranny)?!?
since the torque converter is not locking up at highway speeds, i'm getting low gas mileage & also the big thing is overheating since the tranny is putting too much heat into the cooling system. i had to put an external cooler for the tranny to by pass the radiator to eliminate overheating the engine!!!!
any feedback is appreciated...
