Default need help turbo wont go into boost

ok so i have a b16a jdm with crower turbointernals the head and gasket are stock jdm. the bottom end of the motor was built for boost. i put it in the shop on mon to get the turbo installed and tuned. there were no problems with the car before it went i9n. now there is still no problems exept when the turbo spools *at least i can hear it( but there is no power untill arround 6000 rpm i put on a dragg kit from turbonetics with a front mount intercooler greddy profec b boost controller type s bov and a delta mark 2 waste gate. the turbo is getting oil and returning it well.and the motor isnt overheating and the motor is handeling the boost well. the motor just pulls irraticaly i checked all the vaccum lines and there are no leaks. there is oil everywhere onthe back of the motor. my friend says he thinks they blew the head gasket but if that was the case wouldnt the motor run crappy.

15psi for a while might have been okay. Been my experience though that the cylinder walls start to distort around 15psi though. h:
