Why don't you get a highflow cat so that you can avoid the CEL? With the CEL on, your car will run in limp mode and probably very rich since the oxygen sensor isn't sending the proper data to it.

If you decide to go OBD1 you will have to get a OBD2 > OBD1 harness which will run from $50-$100 on ebay. Getting a OBD1 ECU will increase rev limiter(there are several on ebay that increase rev limiter anywhere from 8200-9200)change fuel/air ratios, and will remove speed limiter(this one I need...my '98 LS topped out at 115)

Gutting your stock cat won't cause the CEL to come on unless you don't plug in the O2 sensor. I just ordered an OBD2 Carsound high flow cat for my 97 LS, so you do have options.
As for converting to OBD1, simply using an OBD1 ECU will not change the rev/speed limiters or the timing and fuel. You have to get an aftermarket ECU for that...and since you are turbo, that isn't for you. If you go OBD1, go Hondata.
