is it safe to overfill the crankcase for an 04 civic?

Default is it safe to overfill the crankcase for an 04 civic?
Hi, I have an 04 civic with the non vtec engine and the manual specifies 3.4 quarts of oil but when I check the oil level it is at the first hole so I was wondering if anyone knows if it would be okay to put in 4 quarts of oil?

As long as it doesn't go over the max limit on the dipstick.

if it calls for 3.4 quarts, why not just put in 3.4 quarts?
